A price filter would be useless here — most of this directory is open source, so almost everything in it is free in some sense. This list answers a narrower and more practical question: what can you actually open and use this afternoon, without standing up a platform or writing an integration?

So it excludes the libraries and SDKs, which are free but are ingredients rather than tools, and it excludes full LMS platforms, which are free to licence and expensive to run. What is left is the debuggers, validators, converters, authoring tools and test content you can point at a package today. Each entry's own page says which kind of free it is, and where a free tier has a cap — conversions per month, learners, file size — the listing records it.

This is a hand-picked list, not a saved filter, and the order is ours: standards coverage first, then how well the tool is maintained, then how widely it is used. Placement on it is never for sale. How we list .
