Editor's notes
Xerte Online Toolkits is a server you host and your authors log into. They assemble learning objects from a library of page templates — text, media, questions, interactive diagrams — and publish them out as web content, or as a SCORM or xAPI package for an LMS. It has been running in UK higher education for well over a decade, and accessibility of the published output has been a stated priority throughout, which is rare enough in this category to be the main reason to look at it.
The economics are the other reason. There is no per-author licence, so an institution can give the tool to every lecturer without a procurement round. Against that, someone has to keep a PHP and MySQL host patched, and the installation guide still leads with XAMPP.
Where it is a poor fit: teams expecting a hosted, modern, collaborative authoring experience, or a design system they control. The template model constrains what a course can look like, and the repository still carries Flash-era .swf assets in older parent templates. Two hundred and ten open issues sit against a wide feature surface.
Development is live — the develop branch was pushed this month — though the last tagged stable release, v3.13, dates from October 2024. Seventy-two stars badly understates deployment, because this is distributed to institutions as a zip, not adopted from GitHub.
