Editor's notes
ILIAS is a PHP learning management system that has been developed at the University of Cologne and by a German-speaking association of universities, public bodies and companies since 1998. It is the platform of choice for a specific institutional profile: European public-sector and higher-education organisations that need a system they host themselves, with documentation and support in German, and with data-protection questions treated as first-class design constraints rather than configuration.
For standards work it is unusually well equipped. SCORM 1.2, SCORM 2004 and cmi5/xAPI are separate repository object types in core, not plugins, and the SCORM 2004 component contains a real sequencer rather than a run-time shim. The cmi5 component's design — routing statements through ILIAS to an external LRS so identifying data can be stripped or deleted on the way — is a genuinely distinctive answer to the privacy problem that stops many European institutions adopting xAPI at all.
It is not a light system. The codebase is large, the release cadence is slow and deliberate, upgrades between major versions are projects in themselves, and the interface will feel institutional to anyone arriving from a commercial LXP. Nor is it the right choice if you want an LRS: ILIAS deliberately is not one.
Maintenance is not a concern. The repository is committed to daily, releases are regular, and the association behind it has outlasted most of its contemporaries.
