A single file, `simple-api.htm`, that puts a SCORM 1.2 API adapter on the page, loads a SCO into a frame beside it, and logs every call with its arguments and return value. Learner data is seeded with a fictitious student, `cmi.core.*` and `cmi.suspend_data` are held in memory, and session time is added to total time when the content calls `LMSFinish`.

For roughly a decade this was the fastest way to answer "is the content calling anything at all?" without standing up an LMS, which is why it accumulated 70 stars and 48 forks despite never being promoted. Everything it does is visible in one file you can read in an afternoon, and that transparency remains its best quality.

It is over now, and the author says so first: the README states plainly that this is a dead project. The repository is archived, the last change to the code is from 2015, and there is no SCORM 2004 support and none coming. More consequentially, there is no licence — not a permissive one, none at all — so it is legally readable but not reusable.

Where that leaves someone deciding today: fine as a throwaway local harness or as reading, unsuitable as a dependency, and not a conformance tool in any sense. It records what the content did; it does not judge whether the content was correct. For that, use ADL's conformance test suite.
