Chamilo is a general-purpose learning management system — courses, sessions, gradebook, quizzes, attendance, certificates, surveys, e-commerce catalogue — maintained by the Chamilo Association and released under GPL-3.0. It has a large installed base in Latin America and in francophone education, and its sixty-plus fully translated interface languages, including RTL support, are a genuine differentiator against LMSs that treat localisation as an afterthought.

For standards buyers the relevant part is the learning path. Chamilo imports SCORM 1.2 and AICC packages and tracks them against its own runtime, and its LTI plugin lets a course launch external tools over both 1.1 and 1.3. What it does not appear to do, in the Chamilo 3 tree we read, is SCORM 2004 — there is no 1484.11 runtime in master. If your content library is 2004 with sequencing, this is the wrong platform.

It suits an institution that wants a self-hosted LMS with modest hosting requirements, strong translation coverage and no per-seat licence. It suits a team wanting a modern API-first admin surface less well: master is a Symfony and Vue rewrite still carrying a large amount of legacy PHP, and 452 open issues against 985 stars reflects a wide feature surface as much as neglect.

Development is unambiguously live — commits land daily, and CI runs Behat and PHPUnit.
