# **Open-source SCORM, xAPI and cmi5 tools**

The open-source long tail is the part of this ecosystem nobody else indexes. General software directories exclude libraries and command-line tools on principle; e-learning directories only track products with a pricing page. So the runtimes, wrappers, packagers, manifest parsers and record stores that the rest of the field is quietly built on go unlisted.

Everything here carries its SPDX licence, its last commit date and an honest maintenance badge. Several widely-used projects in this list have not been touched in years — that does not necessarily make them the wrong choice, but you should know before you adopt one, which is why the badge is on the card rather than buried on the page. Where a project's standards support was checked against its source rather than its README, the listing says which file.
